Why would you want to push the stop/start button while the vehicle is moving? It's a STOP/start button, what did you expect to happen?
Wait until your stopped, at a traffic light, stop sign or......

Is the GPS in BMWs capable of tracking and recording the vehicles movements?

It increases the boost and changes the timing curve.
Seemed to work pretty good, but will void your warrenty.

I just tried it.
One push to shut down the engine, got out, locked the doors and the ignition shut down too. I will monitor it for the rest of the day. But I think it does what you want it too.
