An unsettled idle is usually the result of an air leak in the intake. They probably removed some air intake parts to get access to the front of the motor. Check for loose clamps, vacuum hoses, etc.

No. The v-belt is a $34 item (look it up) for oem. If the tensioner was also to be replaced (I'd replace it!) that's another $70. It's not a 5-10 minute job, likely at least a half hour.
