It's still a safety issue. Most states you will fail inspection if your adjusters are broken... Correction most states it's illegal but who knows if they will notice.

Also I just noticed. The headlights bouncing around is most likely the broken adjusters because a bumper wouldn't do that. It's fairly common problem you can buy new adjusters for $20.
