Ceramic coating doesn't contain heat anywhere close to what wrapping does.

But you don't really have to worry about heat with those headers since they are in the stock location. I'd probably skip...

Also, sending one cop to a home for a theft investigation is a serious safety concern. Sending two is standard procedure.
