Make a note of mileage at each add: your numbers are vague. The I6 can consume a quart every 1000-1500 miles, depending on driving habits. BMW consider that to be acceptable.

Perhaps someone tried to fix a head gasket leak...

Perhaps someone tried to fix a head gasket leak with some stop-leak stuff, which may be the source of the "pebbles." You may need to reverse-flush the system. Then determine if you have a leak.

Did it shake before the inspection? If not, they may have tightened the bolts too tight and warped the rotor. Or, the wheel is not fully seated on the hub.

Was this a BMW shop?

You need front and rear plates for traffic cams and toll booths, not to mention police cams.

They're required in CA, too, and many other states.
