I think it's the controller, the motors seem to be working so makes sense given that you describe that erratic behavior. See if you have an e39 buddy that's willing to lend you theirs so you test it...

Is my power steering pump going?

Seems like upon a cold start, the steering is 'normal' (appropriate for a BMW). Within 30 min of driving, let's say parking after my commute, the steering becomes very hard.
