It is really meant to be a project bike.

I'd be tempted to put those new bulbs into your fog light sockets (which I also believe are H7)
If they do the same thing - then you know that the bulbs are bad.

Do DRL not run off 12V?

Correct typical LEDs consume less power than halogens.

My guess is that your LEDs have a short or broken wire somewhere. LED AEs should be plug and play.

You're not talking about these right?...
