Replacing the timing chain tensioner with the newer designed one (the one with the longer spring) has helped reduce (but not totally eliminate) that start up rattle. Plus, it's a cheap investment...

There's no fuse because the LCM controls the various light.
It's my understanding that the LCM has many relays inside that do the job of a fuse. All controlled by the LCM itself.
