How could you tell the belt was dirty - was it a beige belt? What made you think that a dirty belt would not retract - was some of the belt stiff with grease?

The starter itself is OK but the solenoid that throws the starter gear into the flywheel is not retracting. The solenoid might be repairable by the right shop, but comes as a unit with the starter....
