You want to check the main relay and fuel pump first before replacing the DME. Also check for spark while cranking. If you have spark it's not the DME but still could be the fuel pump or main relay.

Loosen up the bleed screws and wack the caliper a couple of times with a wrench or small hammer. Should loosen it up and fluid should come out.

No the factory alarm doesn't have an engine immobilizer. Yes you can stop the car from being started by using the CODE feature of the OBC. Read your owners manual.
