I am certainly no expert but I would do both at the same time as you are already there anyway. Worse thing would be to have to come back in a year to do the rotors because now they are too thin.

Likely rusted on. Consider using a brake rotor puller. I bought one from OTC tools. You can probably rent something from advance or autozone. Big problem in areas that use salt in the winter.
