Any pressure variance with throttle?

Does the actual rail pressure vary at all with throttle, or does it stay fixed at 0.7 mPa?
Wondering if there is air in the line affecting your rail pressure value.

Some More Diaphragm Details

Opened up my spare pump with my fabricated pentagon bolt. The diaphragms are 1 5/16" OD.
Looked at the diaphragms under a 30x jeweler's loupe and the diaphragms definitely have a tight weave fabric...

Or just an electric motor actuating the HPFP piston with enough force to imitate normal pump operation. Have a separate fuel pump in a tank with fuel provide the 70-80 psi pressure to the feed side...
