Yep - looks busted. But if it happened to me, I'd fully cycle the brightness a few times and then pull the negative terminal on the battery and count to 100 before hooking it back up.

It's easy: remove the battery negative post cable. 2 nuts hold the floor of the trunk down. Pull these. The battery negative is easily found and the contact loosened and pulled. Voila.

That's about right - and they are not forthcoming about it when asked. My solution was to buy tires that have a ~4% larger rolling radius. Speedo is dead on at all speeds now.
