My assumption is it would have to do with the transponder/chip in the key/ignition not being code with each other since its a second hand ignition.

Yea. I use it when parallel parking. But i generally have it switched "off" because the noise is too annoying. To switch it "off" just move the knob on which mirror you are adjusting and itll stop....
