I would look privately. Dealer doesn't really add any value and they are looking for at least a thousand for their trouble. And they don't know the car as well as the original owner.

As a point of comparison, my similarly priced f30 in a higher tax area is mid 400s with max msds. It feels a bit high. Are there no incentives on this car (loyalty etc)?

Suggest looking into a paver sealant called Shark Grip or something similar. Some kind of sealant is necessary to hold the sand in the joint, otherwise the sand may be contributing to the slip.
