You're talking 16 years. How long do you expect them to last? Replace both bulbs. Don't handle them with your bare hands. Get some clean cotton gloves.

What did you do with the washer that was on there? It can be reused.

The dealer will be the most likely place to get one. Otherwise, any copper washer of the correct size will do.

The battery needs charging: 10A for 24 hours. If that doesn't work, the battery is a goner. Or, the fuel pump is not working. Check for pressure. S/b 50 psi+.

Sounds near dead.
