OK there was some kind of sealer on the back edge so now the fuse panel is open to me. What a rat's nest. It looks like BMW used a whole bunch of 18 gauge wire! Yikes!

I will look more closely (again) in all the likely places for a chafed wire but in the event one does NOT jump out at me and before I go on the electrical "bug hunt"...
