I wouldn't own a vehicle without tinted windows. it's a necessity here in Phoenix. My back doors and rear window are 5% and the front doors are 10%. Cops around here don't care about tint.

Being that book time for both valve cover gaskets is 7 hours I just don't see how $300 is possible. My shop is $103/hr and we are not even close to being the most expensive.
