BMW does NOT replace the entire system every time when doing in-warranty brake repairs. The pads may be replaced, but the rotors will only be replaced if they measure under a certain thickness.

The usual reason for that fuse blowing is that something metal, such as a coin, gets dropped into the 12V lighter socket. I keep mine capped.
