BMW dealer service screw up

I just had my taillight recalled done at my local BMW dealership. Simple fix. As usual the tech did some inspections, drive belt cracked $380, tires worn out, $980 (it still looks good to me)....

Over-torqed wheel bolts is another possibility. It was probably cost effective to reuse pads with 60% remaining. As for turning rotors, BMW doesn't recommend it.

I believe the rotors & pads was replaced around 45k miles. Now, I now have about 63k miles. It couldn't possibly wear out under 20k. It's mostly city driving.
