That is the symptom a snapped shaft in an LF20 power steering pump. You need a pump.

Went thru a ton of those. Just finished upgrading mine to an LF30 pump so hopefully I wont ever have to do that...

If its an automatic then I would bet it was a bad mechanical fan clutch.

Moving will cool ok. Sitting still or low speeds will overheat.

Eventually they get so bad it will have issues cooling...
