If not, plan on having to do this not to far down the road.....

Nope. Every timing chain tensioner (original or newer replacement) I've ever seen or read about online, all have had a spring.

I can't imagine why yours didn't.

i don't know the cutoff date for a stage 1 vs. stage 2 airbag, but I do know your 2001 7 has a stage 2 airbag. You'd need to find out if that 1997 steering wheel uses a 2 stage airbag or not.

There are lots of code readers out there, and some are pretty inexpensive. Most code readers have their own LCD screen that will show you your codes, you won't have to depend on the cars' screen...
