No, you can't fix it unless you replace the lifters and/ or the head. I had the same problem when I bought my 2006 Z4 3.0si. Fortunately BMW fixed it under warranty. First they replaced the lifters....

Z4 Interior rope lighting project underway

I bought some 12 volt rope lighting and installed it in the passenger footwell and under the passenger seat. I'll get to the driver's side this weekend. The lighting looks awesome and really helps...

PM me if you want a picture. I leave mine in all of the time because there is no reason to take it out. Actually, i foget it's even there. Also, it does not rub against anything.

I would not touch a car that doesn't have a clean title. There are a lot of great cars out there that have a clean history, one owner, garage kept, never seen snow, etc. STAY AWAY!

Donette. When the tray is in the right position it depresses (or stops depressing) a switch which allows the top to go up and down. I feel for you, the car is a pain to work on. Good luck.
