Correct. If that's really the voltage with the car running you have a blown alternator/voltage regulator.
If you are reading that with the car off you have a bad meter.

What year is your car? It sounds like you have a CIC the newer iDrive system used starting in 2010. If so, you cannot use the slot for maps. There is a USB in the glove box for map updating.
