Sounds like a bad stereo head unit. Mine started sounding like R2D2. If I tried to play a CD, the motor spinning up the disc could be heard quite clearly...even with the volume all the way down.

I didn't know if those two torx bolts were the only thing holding that bracket and if the valve was the only thing on that bracket...
