Yeah, you can replace the back panel, the igniter and all the bulbs from the wheel well. Unfortunately you can not replace the ballasts or pretty much anything else without removing the headlights....

Just for info: the optical thermometers are not very accurate, especially at lower temperatures. But your AC is working fine, I'm sure.
