Yeah- if 0.03A is all you're drawing with all the fuses in place, then I don't think you need to worry about it. Was this test performed at the battery per others recommendations?

Update: if anyone else has the broken bolt issue in the future, it does appear that it can be dealt with by grinding the nut off. I cut it off slicer disc, ground it flush, and tapped the broken...

Edit: managed to save some stuff from the scrap bin today: suitable buckles and tongues, and some burgundy and neon orange webbing. We'll see if I get to put it to use.
