When you say timing, I'd imagine you are talking about valve timing since the head was removed, which is somewhat adjustable on these cars. If the timing isn't set correctly, it will run pretty bad...

Mine was due to 16 bad lifters and 1 bad cam ledge. I'd do some more investigating before you blame it on the CVV.

Obviously oil got onto the exhaust somwhere, can you see where the discoloration is? If it's on the manifolds, the valve cover gasket probably crapped out. Another location is the timing chain...
