Here in Illinois you pay taxes based on the ORIGINAL sticker regardless of how long it has been since you purchased the car. Other states I researched only charge you based on a used car and its current market value.

He will only pay taxes when he brings it back... otherwise no tax. He also has a vat form that makes this a tax free sale in Europe.
Depending at the state he brings it back to it may cost him sales and import tax at the current value at entry . Never the less its still a few thousand $$$ cheaper to bring back. Just be ready to fork out some money for taxes...
Example Orange Co California 40k @ 7.75% = 3100 + Import tax 600 = 3700 would be asked at the time of registration.
