You are missing the point.
It's the initial cold bite that is important.
Yes, you are right, the pad will heat up going from 70 to 0, but, again, the initial cold bite might not be there.

When you hit the brakes, you generally want the car to stop immediately, not sort-of and gradually, or eventually whenever the pads heat up...
