Pop the hood. On the driver's side you'll find the fuse box. The fuses are the older ceramic 'pill' type. Corrosion will build up on the contacts so you must twirl/roll/twist EACH fuse periodically OR when some component fails to work, (ie: wipers, radio, heater blower fan...)
Of course, it could be the wiper motor is dead. More of a hassle.
