Sorry, your are correct. I miscounted. Just for testing purposes only, can you try the tool32 job using your own vehicle VIN # + 1 Checksum Digit, just to see if it takes it. If it does, then the issue is VIN # specific. If it doesn't, then there is something else we need to still figure out.

Did you already code TELEMATIK_VIN = Coding_VIN prior to the tool32 job? Another option is to run the job with it set to MOST_VIN and Coding_VIN to see if it makes a difference.
