Actually, clay only removes the contaminants on the paint. Swirls show that the paint is uneven, meaning light is reflected in each scratch that make them up.

You must polish the paint in order to remove swirls. One solution if polishing is not an option is applying a glaze before applying a sealant/wax as a temporary solution by filling in the swirls.

If you do choose to polish, DetailedImage.com has great tutorials on proper detailing techniques. However if you are a bit intimidated by the process, I suggest finding a reputable detailer.
