Fortunately I still live in the free America as opposed to the liberal one where the government controls everything.
But I do remember the mobile cameras in Phoenix (where i was driving rental cars) were typically operating only in areas with special reflectors and marking on the divider to validate distance. The markings looked like vertical reflectors on the concrete divider wall. So this would give you an indication of where they operated.
