OK - Shot my self in the foot on that one. Did the ICV get blown thro with compressed air to clear blockages? Also is the ICV the type with the moving slide? The 'book' test is to shake the unit and check resistances. If the ohm meter is attached and the unit moved over its operating range with a pencil or similar you might find a 'dead' part of the track - no fix only replace.
