Yes,my understanding is that you're correct.I remember crossing the border,in both directions,with just a birth certificate and a driver's license back in the day.However a few years ago,thanks to 9/11,my government started requiring a *passport* to reenter the country...including when coming from Canada and the Carribean.If you have some free time google (or seach youtube) for "Derby Line,Vermont" for stories of how things have changed in that town situated on the Quebec border.
