It's a little of both. The sensors do transmit pressure measurements; many other manufacturers display these readings on the instrument panel (BMW has decided we don't need/want to know... ). A TPMS reset does two things: Pairs the four transmitters' unique ID codes to the car and records the current pressure readings from each corner as the target pressures. The car computes the deviations thereafter.
