DTC allows some wheel spin, i.e. it's slightly less intrusive compared to default traction/stability control system. Among other things, it's supposed to be specifically for snow/ice, where you as a driver want to have a bit more control, primarily over acceleration.
Now, whether someone likes it or prefers it or knows what he's doing is another issue...
