I can't answer 1 ans 2, since I live in a warm place, but 3 is definitely true, and it is a poor design choice. The car should shut off if the key is taken outside the car. People have died because they forgot to turn off the car, took the key thinking it is off, and the house became full of CO. Major design fail, IMHO.
