Sounds like you have the home version of Win 7.

Those w Win 7 professional or Ultimate don't need to manaully install windows XP o/s in a separate drive, and then create a dual boot in order to install INPA software.
Win 7 pro/ult has XP MODE.
Inside XP MODE, you can install INPA or any dinosaur 16 bit software that don't work in Win7.
