That toe is high, but not really enough to warrent correcting in my opinion. It is likely to be caused by worn suspension bushings and/or excessive lowering.

If yu do want to fix it, your best bet would be to replace the suspension bushings which should bring it closer to spec, or if you dont want to take the gamble, search e30tech, there is a member there selling plates that can be welded onto the rear frame and use E39 M5 ecentric bolts that can be used to adjust the camber and toe.
