The wipers are working as designed. I'm told it's to prevent the blades from getting stuck to the windshield if they sit too long in the same position.
When I want to monitor my battery voltage I use one of these, plugged into the center console 12V socket. The rest of the time it sits in the storage cubby above my left knee.
