I have a high pitch guitar string noise coming from my driver side seat belt assembly. Super annoying and sounds similar to what you describe, including the timing. I figured it was a squeaky spring inside the belt tensioner. Eventually it will bug me enough to take apart the B pillar molding to fix it.
