BMW Assist for US cars does not work in Europe because it uses different frequencies. At BMW Welt they will give you an 800 number to call if you have any problems. We had a flat tire and had to use the 800 number and we were taken car of, although the BMW/Allianz insurance does not cover road hazards to tires. We paid $580 US for a new run flat rear tire!

Regarding BMW Assist make sure that you get it enabled by your dealer when you take redelivery. Even though you get BMW Assist for free for 4 years it expires 4 years from your purchase date, not from the date when it is first enabled in the US.
