I've been getting similar mpg (around 22). I attribute it to 90% city driving and all the extra gadgets I have.

X1 xDrive28i
Ultimate Package
Lighting Package
Harman Kardon
Heated seats
Roof Rack

All these lower my mpg. However the same type of driving on my Audi A3 FWD, I would average about 20. So I am much happier with my X1.
