When you lock the car with the key (remote or manually)...the doors are double locked...which means that the doors won't open from the inside nor outside.

But starting with the 2000 model year...BMW changed the central locking system that even when double locked...if you follow a certain procedure you can open the door from the inside. That procedure is to press the central lock/unlock button on the center console once, then pull twice on an interior handle and it should open. But this may not work for you since you wrote that your central locking system button (on the center console) isn't working.

If you insert the key into the door lock cylinder and turn & hold the key in the UNLOCK position...can you get the windows to roll down (the convenience open feature)? If you can, you can then get inside the cabin and insert the key into the ignition. The alarm may sound for a brief moment, but when EWS recognizes the key, the alarm should stop...and you should be able to unlock the doors.

(see: CONVENIENCE OPEN FEATURE in both images below)

As far as the interior light...did you check to make sure that they were'nt turned off? If you press & hold the center button (light switch near sunroof access panel) you can permanently turn off the interior lights (see instructions below from owners manual). And did you check the fuses (front & rear location) to see if there was a blown fuse for the central locking system?
