I understand and have shared newyankee's frustration and have a theory as to why this is so which goes something like this: BMW has a terrific technical/engineering staff in Germany. For cultural reasons, German customers (for instance) tend to be very detail-oriented and I suspect that a German customer seeking technical information and understanding will find it in the system. American customers are, by contrast and generally speaking, less interested in technical detail and the staff of BMW of North America I suspect has fewer engineers and is more marketing-oriented.
