Does anyone know why when you have your lights on and you pull the headlight stalk backwards, halogen high beams come on as your brights and when you push it forward, the xenon high beam comes on as your brights?

At first I thought it was because the halogens respond quicker in a time of need, but then I noticed that the xenon high beam actually comes on quicker/faster... maybe they set it up this way because the xenon high beams blind oncoming traffic worse than halogen?

You are correct- because the xenon high beams blind oncoming traffic worse than halogen. Also, if you need to flash and the xenon headlights aren't already on, the halogens do respond faster.

The halogen bulbs are for flash to pass--when your headlights are off, the xenon bulbs take too long to warm up to operating temp to be useful. When you push the stalk forward to turn on high beams when your headlights are on, there is not a second high beam bulb, but rather a mirror that moves to redirect the light beam--referred to as bi-xenon--that's why it happens so fast.

I think it was just convenience otherwise if you did not have daytime running lights on the lights would have no function at all..
