DSC vs DTC

I've been reading some of the forums on this topic.
From what I understand, in an e60, the DSC is "on" by default and the DTC has to be switched and so lights up the DTC display on the main dash. Correct?

Furthermore, is the DTC required on wet and slippery roads?
