factory green marks

i know the factory applied alot of differnt marks that mean diff. things
here is a pic of my tie rod and the green does not like up , is this a good indication that the car has been messed with after it was built and shipped(car was bought with 43 miles on it)
the marks are about 1/4in off from each other
just asking
